As you may know, ALL voting machines are tested before each election. According to the law at least one tabulator and optionally one Voting Assist Terminal (VAT) must be publicly tested. For the last several years LWVGGR has had members and volunteers attending these testing sessions around the county. Our volunteers have done an excellent job attending machine accuracy testing (and even making improvement suggestions) for single-day elections.
Because proposal 2022-2 passed last November included 9 days of in person early voting the clerks should now include testing the tabulators and at least 2 VATs as part of their public testing. One VAT should be available for use by Voters that need to use the VAT for casting their ballot instead of marking up a ballot at early voting sites. Jurisdictions are using the 2nd VAT to generate paper ballots for voters wishing to manually mark up their ballots during the 9 days of in person early voting period.
To thoroughly verify accuracy there needs to be expanded test cases/scenarios during public testing. Because of the brief time between November and the February election many election clerks were focused on getting procedures in place and delayed public testing for as long as possible. So, several days over the next three weeks there are 3-5 jurisdictions testing on a single day. This will require more than the usual number of volunteers in order to cover the entire county. On the plus side several of the jurisdictions have scheduled their test after 4:00 P.M. in the afternoon so members and volunteers that are working can attend the late day/evening testing sessions.
